One question now sits at the centre of every serious conversation about Africa’s future: will artificial intelligence intensify the dependencies that have long constrained the continent, or generate escape velocity from them? In this collection, seven fellows of the Blavatnik School of Government, University of Oxford, writing through the Pax Technologica Fellowship Programme, take that question and unfold it: AI partnerships negotiated on African terms, data as public trust, Ubuntu-rooted design, public value over the “user”, the digital rails of inclusion, and generative AI seized for human-centred transformation. Their shared conviction is precise: outcomes will be decided not by technical capability, rather by choices of design, governance, and direction, and the window for those choices will not stay open long.
